Yes, they were clearly meant to be an "alien" anatomical feature, just like Spock's pointed ears. As for Zora, it was never stated definitively that she was a Tiburonian, just that she experimented on them.
We have seen a Tiburonian on DS9 with ears like Dr. Sevrin's, plus a bit of extra bumpage on the forehead, since it's a Westmore redesign:
Hmm, I never thought to check before, but both "The Way to Eden" and "The Savage Curtain" were co-written by Arthur Heinemann, so I guess that explains why Tiburon was mentioned in both. I wonder why he chose that name (the Spanish word for "shark").
Ah: Tiburon is an incorporated town in Marin County, California. It occupies most of the Tiburon Peninsula, which reaches south into the San Francisco Bay. (Wikipedia.)
Sevrin was said to have had a research assignment on Tiburon. He may not necessarily have been native to that planet and may come from another, unnamed world.
