From that scene forward, Damar became a really sympathetic character and I was sad to see him get killed. But then I thought about it a little more and Damar himself gave justification for why he needed to be killed off. When he offed Rusot he said "His Cardassia is dead, and won't be coming back."
Sure, Damar had come around and was doing the noble thing, but his hands were bloodied with stuff from Season Six and prior. Thematically, it makes sense that though his actions brought about the new Cardassia, his sins were too great to allow him to actually enjoy it.
