My thought is that perhaps the streaking stars are a holoprojection that cuts in once they've fully transitioned to warp in TNG and Voyager and what we see in Kelvin Trek/Discovery/Picard is what warp space "really" looks like.
That could be plausible, but I would liken the various layers of Subspace like different depth layers of the ocean.

Near the top, it's quite turbulent, while going deeper, it's calmer, clearer, etc.

Knowing how to manipulate Subspace and to what layer / depth you go can affect your Warp Speed efficiencies and how fast you go along with how things appear on camera / how they would appear to the naked eye.
 
Looking at the VFX, it kinda looks a little bit like Voth Transwarp.

Since we don't know where he got that ship, could it be a low end Transwarp drive?

That could explain how he's able to cross Federation space so fast?
