That could be plausible, but I would liken the various layers of Subspace like different depth layers of the ocean.My thought is that perhaps the streaking stars are a holoprojection that cuts in once they've fully transitioned to warp in TNG and Voyager and what we see in Kelvin Trek/Discovery/Picard is what warp space "really" looks like.
Near the top, it's quite turbulent, while going deeper, it's calmer, clearer, etc.
Knowing how to manipulate Subspace and to what layer / depth you go can affect your Warp Speed efficiencies and how fast you go along with how things appear on camera / how they would appear to the naked eye.
