Ent. As "meh" as some of the characters could be, at least they weren't retreads(T'Pol being the exception). It also had a narrative, story arcs, and continuity. None of the episodes were amazing, but they were usually decent.
Voyager was very hit and miss. It had some of the best episdoes of any Trek show. It also had some of the most mediocre and just plain terrible episodes. And the bad tended to out number the good. Characters, many themes, and stories tended to be retreads of things we've seen many times before in Trek. There was really no sense of a narrative or continuity in both character and story. It was typical, by-the-numbers, 24th century Star Trek. And rarely did it deviate from this.
So I'll go with Ent. Which, if it had continued, probably would have gotten better and better with Manny Cotto at the helm.
