Why does everything have to be explained? It was intriguing and creepy and eventually we realise that Hand Face is also the Borg Queen's face. Vadic was already a different version of Changeling. They can be assimilated. Kind of. Did anyone else notice that she used Shinzon's knife?
The physical Borg Queen face prosthetic could have been sculpted from the CGI 3D mesh model of the ‘hand face’ retrospectively, or vice versa.
No one said they have to explain everything. The hand-communicator was weird and invites questions both before and after the reveal. Yes, but he stole it from Faith and Buffy, so it's even-steven.

But some of the head's dialogue sounded very Borg.
Not everything has to be explained but stuff like this is annoying because it was clearly a cheap misdirect. Clues about the big mystery need to be just that "clues" not completely unrelated bullshit that doesn't add up at the end. But as someone else said earlier the explanation is "OMG it's the Enterprise D"

Given the Queen's effort to utilize more biological tools, vs. Cybernetic, I think that the Changelings were manipulated through their more solid type abilities to be effective tools. Blinded by revenge they were trapped by the Borg.
Nah. No explanation as to how a massively crippled Borg Queen was able to get in touch with rogue changelings in the first place. And then, to fudge transporters everywhere to infect only a certain age group of Starfleet officers. And know Picard would have a son out there for over 20 years unbeknownst to him, without getting injured or killed. Lots of jumping to conclusions. Too many for me to suspend disbelief. I can get how Spoiler Q is still alive in this timeline much more than all this other convolulted mess of a plot. Matalas could have kept things more believable by simply having Picard reunited with his son, the changelings be the big bad, the crews do some exploration throughout the season, etc. But no, he had to throw the kitchen sink at us. Oh well.

No it didn't. The Skeletor scene gave us no clue as to who the bad guy was. The use of a deep male voice was a deliberate and cheap misdirect. In a show based on mysteries and slow drip clues you should be able to rewatch the show and see all the dots now you know the answer. All we got was deliberate "Lost" style messing around.
