Typhon Pact.

The key is in the clues. Télapó's was fairly apparent, but DRG's is a tricky one to find, at least for me.
Quite right on all counts. And you actually need to know something about Télapó's clue in order to make use of mine (which you just referenced yourself, David).

If you're saying that's actually an Enigma-style polyalphabetic substitution cipher, I think I'm out of my depth. I'm good with basic cryptograms, but I don't have my Uncle Emmett's skill at cryptography.

This one seems more likely to be the encoding one, since it automatically splits the message into groups of five letters. And it has the option of encoding based on an arbitrary (case-sensitive, of course) password.

I already know I'm going to smack myself on the forehead when I find out the key. I'm so bad at "hidden in plain sight" puzzles.
