Type 1 Phaser

Or maybe all Starfleet officers are ISSUED type-1 weapons as part of their duty uniform and the Type-2s are kept more tightly regulated. We know that without the clip-on unit of the Type-2, the Type-1s aren't particularly powerful beyond stun setting and a very low disruptor setting.
 
And that's what the TNG TM suggests, too. But there are too many scenes where we find our heroes don't have access to a personal phaser in their cabins or on their persons, but have to go through inconvenience, plot complications or downright danger to reach weapons.

Yet Type 1 still should be enough for most work - it has everything up to the lowest vaporizing setting, which we see in action for example in TNG "Deja Q" (or whatever Q episode it was where Riker got Q powers for a 30-day test period with full refund). It ought to kill basically everybody except the Horta, unless the target wore special protection like forcefields or that fancy mobile armor of DS9 "Business as Usual".
