* Don't they also go to warp while IN Earth's atmosphere? That CAN'T be good for the ozone!

And yes, at full impulse power, they should have been over Alaska in less than a second, not even enough time to accelerate and decelerate. But then again back then, I don't think it was exactly figured out just how fast full impulse was unlike now.
 
KIRK: Scotty, are the whale tanks secure?

(In TMP, we saw maneuvering thrusters being used for slow, well, maneuvers. And then half impulse power was enough to take them out of the solar system in a matter of minutes. Yet, in TSFS, one quarter impulse power had them inching slowly out of spacedock and in TVH, full impulse power took a few minutes to get from San Francisco to the Bering Sea. So I have no idea. :) )

Don't forget, these are Klingon Impulse engines in IV if we really need a reason to discount the inconsistency. Klingon impulse engines could just suck.
 
SPOCK: Your perception is correct, Doctor. In order to return us to the exact moment at which we left the 23rd Century, I have used our journey back through time as a referent, calculating the coefficient of elapsed time in relation to the acceleration curve.
