I'm a little shocked that nobody has brought up ADF on this thread. I've enjoyed all of his Humanx Commonwealth novels and short stories, as well as his Spellsinger novels and Mad Amos short stories.

Then there's David Gerrold: I have both versions of When HARLIE Was One.

Rod Belcher actually won the top spot in SNW that year, which makes him an award-winning STAR TREK author. And, yes, Queen of Swords is a really cool book that's getting good reviews so far. (It actually comes out next month.)
