Absolutely. I've made that argument a million times. The movie would've improved immenselly had Kirk said "We can go anywhere in space and time and you want to go back moments before this Soran character succeeds in his goal? Why not earlier, couldn't we save more lives?"
Picard: "Yes, yes we could." (with trademark Stewart realization expression)
Cut to burning vineyard house...blah, blah Kirk and Picard save family but there's no time to chat. Call up Riker, "Captain, how did you get to Earth?" (with trademarked confused Frakes look)

The Enterprise arrives as the Romulans are attacking the research station. Drive Romulans away or whatever. They uncover Soran's plan, but he refuses to surrender...blah-blah-action-scene...he dies.
