Probably for the same reason they used April Grace to play a different character than Hubble that was in TNG and DS9, in the first episode of the season. It happens. Often times it happens a lot.

Goes all the way back to actors like Mark Leonard who first played a Romulan Starship Commander in TOS season 1; and then came back and played Spock's father Sarek season 2.

Hell if the internet was at the same level in 1966 as it is today; you'd probably have TOS fans claiming somehow the Romulan Commander survived when they released a promo of Mark Leonard and Leonard Nimoy in a scene from "Amok Time".

Same actor playing a different character is nothing new for Star Trek of any era.
