Exactly, it was a choice between a bloody war with the Romulans that would kill a LOT of people or simply not developing cloaking tech for themselves (while still working on anti-cloak detection stuff).

Plus I believe the treaty doesn't say anything about the Federation not being allowed to use holographic camouflage like the kind the Romulans used on the droneships in the 22nd century which would be a lot more damaging to an enemy then cloaks would.
