At the time of the episode, Worf was a Lt Cmdr, commander of Defiant and sort of third in command of DS9. Now five years later, Worf is still a Lt Cmdr and a temp first officer of Enterprise. I say his career hasn't moved during that time period even though he was one of the people instrumental for the Federation winning the war.
