Is there a bible for Titan that is available to read?
As far as I know these kinds of things tend to be just for the writers, so if there is one, and there probably is, I doubt that we'll get to read it while the series is still active. The only reason we've gotten to see the Vanguard one is because the series is over. So I have a felling if we ever get to see one for Titan it won't be until the series is over.

There is/was a Titan story bible created back when the series first kicked off; it's not as in-depth as the Vanguard one, though, and as far as I know, it's not online anywhere...
1) I really don't understand why Akkar felt the need to specifically choose Riker over someone like Picard who's been a Captain for way longer.
James, I just wanted to say that I enjoyed Poisoned Chalice very much. I have a few questions though:
1) Who made the choice to make Riker an Admiral? Is it permanent? I really don't understand why Akkar felt the need to specifically choose Riker over someone like Picard who's been a Captain for way longer.
I remember the answer to this was actually given before Poisoned Chalice, in A Ceremony Of Losses, right at the end. Picard and the Enterprise had been too close to Earth, so to Akaar needed someone who had been on the "outer edges" for a while to investigate (i.e. just like what occurred in the TNG episode Conspiracy with Picard and Walker), otherwise Akaar's actions would've been under even higher scrutiny.
As in, will I write another Titan novel? I'm discussing that with Pocket at the moment.2) Any plans for a follow up?
That'll be answered in the next Titan novel, I'd imagine...3) Will Vale be reprimanded for what she did?
4) What is Bashir's Status
David Mack's Section 31: Disavowed is going to be dealing extensively with Bashir's fate post A Ceremony of Losses.
That'll be answered in the next Titan novel, I'd imagine...
I think Man of Steel was asking who made the real-world choice in relation to Riker, i.e. authors or editor? At least that is how I read it. :-)

Thanks!
Riker's promotion was Akaar's choice. It's permanent (unless he does something to deserve being demoted).

For someone who never wanted to be a Captain he sure got promoted really fast. Heck, Picard's been a Captain for years and he's still stuck there. Hmmm something's not right there
All kidding aside, who's the Cap of Titan? I'd assume Vale right?

Ah. d'oh.
As I recall, the idea originated with editorial.

What Riker wanted has nothing to do with what orders he was given...
I'd say Vale is currently captain (in role, not rank) of the Titan, but the ship carries Riker's flag as admiral.
