I mean, let's look at what they know at this point:
1) Data's head somehow ends up on 19th century Earth, in a cave
2) There's evidence of signatures of triolic energy in that cave, which you normally won't find on either 19th or 24th century earth, and that no-one has been in this cave for 500 years, so alien intervention must have taken place around the 19th century.
3) There are clues pointing to Devidia 2, where they also find triolic energy signatures and temporal distortions
4) Data finds out that the triolic signatures and the temporal distortions are highly correlated
5) Data disappears in one such temporal disturbance.
So I'd say that even when a direct temporal gateway to 19th century earth hadn't been proved yet, they should have had pretty strong indications at this point that if they tried to replicate what Data did, they might end up on 19th century earth. Yet, Worf is part of the away team without any disguise. Why didn't they put a security officer there that could have passed for a human?
(And yes, Picard replaces Worf at the last instant, but that's only after Guinan has convinced him to do so. And Picard initially even had objections to Data going to Devidia 2 to avoid having him end up on 19th century earth , so it's not as if that link wasn't made).
