Tim Russ as the "black vulcan".

Diane Duane wrote in "Spock's World" that up until fairly recently (100,000 years ago) the planet Vulcan was pretty lush, then the Vulcan star underwent a minor collapse and the solar radiation increased by a percentage point or two.
 
Within the universe of the show, we've seen other skin-tone variation across other species--there's no reason to think that Vulcans wouldn't be the same.

Within the reality of making the show, I'd guess that they had an audition. Tim Russ aced it, and got the part. If any of the producers said, "But wait! Vulcan is uniformly arid desert. We can't cast Russ because his skin is darker than Leonard Nimoy's!" I imagine the other producers would have laughed him out of the room.

Seriously, how many people look at Tuvok, and think more about his appearance than his character?

Tuvok's character is played so well, there's not one one moment where you don't believe it.

Some characters are so bad, you can't help but look through the makeup and wonder about the production of the show cetera, who wrote this script?, etc.

The main feature of being a Vulcan is the ears and physiology, of which skin tone is a small part.

We still have yet to see Latino or Hispanic Vulcans....and we've only see one Asian Vulcan...

Which brings me to another question:

What kind of Vulcan would Vorik be considered as? (I believe the actor is a Caucasian Jew, so would he be considered a Jewish Vulcan? Or just a 'white' Vulcan?)

I guess I would have just considered Vorik a "white" Vulcan, I suppose.

This whole thing gets a lot less complicated with races like the Bolians. :lol:

I guess I would have just considered Vorik a "white" Vulcan, I suppose.

He'd be considered a "whatever you consider Spock" Vulcan, since that is Nimoy's heritage.

From Wikipedia..."Nimoy was born in Boston, Massachusetts, to Yiddish-speaking Orthodox Jewish parents..."

Sorry- the idea that there can be more than one racial type of Vulcans.

If Tuvok had a "black" wife, then obviously she must have come from the same region or location as Tuvok, which could mean there are more Vulcans with the same features.

And the idea that the "real" racial features of a Vulcan are the ears, eyebrows, brain and physiology.

One good argument that Tuvok may have human ancestors?
Vulcans and Romulans have dark hair- Tasha Yar was human, and had blonde hair.

Her half Romulan daughter had blonde and she is the only one, throughout the entire franchise, Vulcan or Romulan, with that hair color.
