Which one? 24 had two President Palmers - the first, and then his brother.
The second Palmer was awful, he surely means the first.
About black vulcans, as many has said before there is no reason for vulcans to have different skin colours, since the planet seems to be a gigantic desert. They should all be black, though, since white pigment can't stand that much sunlight.

For some reason I remember a youtube Blazing Saddles "A Black Vulcan?!" parody, but I cannot seem to locate it.
Nimoy's Jewish. His ancestors gained a bit of fame wandering in a desert. He dark enough?
Nimoy is white, and a lot of European-descent Jews look just like other Europeans. Shatner is Jewish also, and obviously is white also.
Plus from my understanding, isn't being Jewish a religious following and not a race? I mean Pearl Bailey & Sammy Davis jr. were Jewish too.
Not really. There's Jewish ethnicity, Jewish nation, and Jewish religion (i.e. Judaism). Ethnicity and religion may overlap but don't always.
So why aren't the Tuaregs black? They are desert-dwellers, so, according to you, they should be all as dark-skinned as humans get. How about the other Berbers, or Arabs, from the desert areas of North Africa and Middle East?
You can either convert to Judaism (Jews don't proselytize--the convert has to seek them out) or you are born into the tribe.
You're Jewish if your mother is, so there is an inherited ethnicity, as well as religion.

How many native Europeans have dark skin, akin to an African-American like Tim Russ? Mediterreanen people are slightly darker than northern Europeans, but all are still classed as white.
Besides, I don't see how my initial point was any way off the mark. Making references to the Exodus, well i'm lost.. lol
In real life, tropical regions have different climates to temperate regions, this is a no brainer. So since we've been led to believe that all of Vulcan is arid and warm, then it cannot be exact. There cannot be that much of a difference in skin colour between black Vulcans and white Vulcans, compared to black humans and white humans.

Like Tuvok being a Black Vulcan from Vulcan because he isn't. Tuvok was born and raised on Vulcanis, a Vulcan colony on another planet other than Vulcan.
But we don't know enough about the planetary or humaniod evolution of Vulcan to be sure that temperate zones did not exist in the past and gave rise to fairer skinned Vulcans. As I said there are people living in or near the Deserts, who skin tone is the same as Nimoy, whose ancestors have lived there for thousands of years. Similarly there are folks in Europe who have lived there for thousands of years who have a darker skintone than their neighbors.

Resently I went to the play The Tragedy of Hamlet by William Shakespeare, the actor portraying the lead part of Hamlet was black, even through the character of Hamlet is white (Hamlet is southern Nordic).
Could Tim Russ be depicting someone who isn't black?
True, I'm thinking wrong. But they should at least be somewhat darker than Spock, who is as pale as one gets, almost.
