Those aren't technically their own personal planes, but rather whichever plane is available on that day is used and becomes Air Force One/Two simply because the President/Vice President are aboard. The planes do go into rotation or other uses.The President and Vice President have Air Force One and Two.

I would not expect the commandant of the Academy to have the same travel expectations as the President of a country or sovereign state. As such, I think regular requests for transportation would suffice up the chain of command based upon scheduling. Not Picard's own personal ship just sitting and waiting in case he needs it. Strikes me as quite inefficient.I'm not saying Riker owned the future Enterprise-D, but the dialogue clearly stated he got to keep that ship as his to be on standby or for missions.
As far as Air Force One and Two goes, they are still earmarked for their use when needed. That tells me they are on standby for their use. And even with them being rotated around, I guarantee there are a few ready to go that can be designated as either callsign while in flight.

There is just something off about this post.Well not wanted as such but maybe answers to things left hanging. What was the fate of Moriarty? What did the Ent. D crew do with that holo module he was in at the end of his second story on TNG? Did they just leave it on a shelf and it was lost in the saucer crash in Generations or did they hand it over to Starfleet for more study?
Was it mentioned in the novels?
Also how did the EMH manage to knock someone up? Didn't that happen in that episode where the EMH was on another world on his way to the Federation?
