"There is a warm wind blowing in from Minicoy"

In "The Circle", Sisko recalls a story about an ambassador from Minicoy who was full of hot air and gave rise to a phrase "There's a warm wind blowing in from Minicoy".

Is it me, or this one of the most obscure sayings ever mentioned in Star Trek? I'd certainly never heard of it, making me wonder if it could have originated in the DS9 episode.
