It really was a turning point for DS9. It could have jumped the shark with bringing in a character from another series, but they actually made it work.

"The Way of the Warrior" is definitely a great episode; a very strong start to season four. And it sets both the Klingons and Cardassians onto very interesting paths, in terms of politics and their role in the wider series.
I also think that DS9 was already great by the time Way of the Warrior aired, but it IS a great ep, and a great way to start the season. Worf is used pretty well on DS9 as a whole, and I think there's a lot to look forward to in developments with the Klingons, the Cardies, and...well, if you really enjoyed this, I think you'll have a lot to look forward to. In addition to the big overarching stuff, I think it's also fun to watch Worf get acclimated to life on the station (Hippocratic Oath and Bar Association's B-plots in particular were good for that, I think).

As for the Cardassians being cruel, the military and Obsidian Order were, but they were no longer in control. After the Obsidian Order were decapitated in The Die is Cast, the civilian Detapa Council took control of Cardassia from the military and began to bring about reforms. They had a chance to turn the Cardassian Union into a fair, democratic society, but the Klingon attack crippled their empire at their moment of liberation.
