Thing is, there was a rumour back in the winter that she was offered the raise she was requesting to come back for the start of season 10, which she declined being unsure about Whiskey Cavalier's fate. The wording seems to be vague. One possible interpretation is that she's only in a part of this season, and will be there for the whole thing in season 11.
