The TMP Refit....questions/discussion.

I'm pretty sure some of this has been discussed, but I can't seem to find any Threads......

Is there any on screen or canon evidence that most Fed starships at the time received as extensive of a refit as the Enterprise did? or is it mainly fan speculation?

Personally, In my "head cannon", it never made much sense to replace ships in that manner, esp. when so little of the original ship survives the process, plus you are down one ship whilst its being rebuilt. why not just build a whole new ship, while the new one is being constructed, the old one is still out there patrolling and such, no gaps in the line.

I've felt that the Enterprise Refit was more of a Public Relations Stunt/Fed Propaganda piece. The Enterprise was already a legend in it's own time, I'm sure Kids on Fed worlds were Thrilling to the Adventures of Kirk and such, wanting to be a Starship Captain when they Grew up. So The Headline on the Federation News Service might read something like "Like a Phoenix from the ashes, The Legendary U.S.S. Enterprise flies again." I'm guessing the Admiralty of Starfleet coupled with a then Military Friendly President had a Hard On for Shiny new ships to wave in front of the Klingons and Romulans. Only reason, I can think that almost seemingly everything was overhauled that we saw in the films. Just an intergalactic pissing contest between the major powers. (Might explain why the very same "Almost Totally New Enterprise" was slated for the bone yards just seemingly a few years later.) The Admiralty had a new, bigger Boner for the Excelsior Class. (It's the only thing that makes sense to me)

Thoughts/Answers on this Rambling of sorts?
Just canon ramblings of sorts, based on the way the TMP ships and other vessels moved slower than Star Trek on TV; I had a speculation between the last episode of Star Trek in chronological order, Stardate: 5943.7 "All of our Yesterdays" and TMP stardate: 7414, there was some sort of Quadrant technological collapse. TMP Enterprise had technical issues with the transporter, warp drive and engineering now require hazard suits; everything about the movie series felt clunky and required a lot of unnecessary working parts for the ships to run.
On Star Trek, the ships appeared state of the art and everything were in working order, but finally in TUC it appeared this dark time had passed since starships moved like starships again, and no transporter issues.
Of course the ships moving slow was due to the pioneering process in SFX but we're talking in universe canon ramblings. Just ramblings.
 
A lot of that "clunkiness" was due to the Age of Sail Royal Navy aspects introduced in the Meyer/Bennett era.
 
Going back to the issue of the Reliant being around in TOS: I personally always suspected that she initially looked halfway between the two eras, similar to how the PhaseII Enterprise would have done if it had been realised on screen. So, she'd have similar proportions to those in TWOK, but with simplified TMP nacelles, no rollbar, TOS-esque hull plating, and likely a bridge module indentical to the Soyuz. All this would represent the first tentative steps towards a Fleetwide upgrade, the culmination of which would have been the Enterprise refit.

Then later on, probably not too long before TWOK, Reliant would have seen her first partial refit, bringing her fully up to date again -- equivalent to the refit that Enterprise herself would have seen between say the April-Pike or Pike-Kirk eras. And at this point she would have also received the torpedo/phaser rollbar addition.

YMMV, of course. :)
 
It doesn't make much sense as an indicator of how complete a ship's repairs would be, as work on the NCC-1701 has not even started yet. If it indicates the condition of a ship, with 100% meaning functional, then why is NCC-1701 getting priority when there are others in much poorer condition? OTOH, why is a ship at 100% still listed at all?
Wouldn't it make sense to prioritise the "quick wins" and get those ships out of dock and back into space asap? No point having a ship needing a few straightforward repairs clogging up a berth longer than necessary. The 11% NCC-1700 could be undergoing a long-term refit.

I'm not sure if he is still around, but I believe it was Shaw that originally posited the IMO very useful idea that the "hull pressure compt's" first mentioned in a TOS bridge diagram in fact alluded to the assembly methodology for the whole ship.

To be brief, much like modern oceangoing ships, the Enterprise was built of many separate assemblies that were fitted together and skinned to make a complete starship. The result was that the vessel had double hulls between many hull sections. Presumably this practice had fallen by the wayside by the TNG era, given presumed advancements in structural integrity fields and the like. (The TNG TM describes the Enterprise-D hull as "hollow" and "birdlike yet strong.")

Anyway, as a result, the original Enterprise could have been dismantled into her separate hull compartments for the rebuild. Each compartment could have been rebuilt to a different proportion, making for a totally new ship when they were put back together.
