It's completely consistent at least. Humans and Vulcans have apparently been buddies for a century and a half when TOS reveals to us that the Feds know squat about Vulcan procreation imperatives. Humans and Klingons have been enemies and buddies for several centuries when TNG reveals to us that the Feds know squat about Klingon redundant physiology and internal politics. What possible justification could they have for knowing about Trill "inner secrets" in light of this?
Apparently, some aliens in Trek truly are alien. And as Worf so succinctly puts it, they don't discuss it with outsiders. They may attend the meetings, but they don't tell you everything you want or need to know, not voluntarily, and sometimes not under coercion, either. Especially if they aren't members of the UFP.
