Like, I only watched the first season of Picard but my impression was that a lot of what people would have cared about in a post-Voyager setting ('90s pop optimism but in space) kinda got demolished by that show. And the stuff that drew people to that show (the return of the Enterprise-D crew) was not going to be around anymore, that was their big goodbye (though not "The Big Goodbye", that was in the '80s).

Not really. The optimism could easily be rebuilt as they remove the conspiracy elements from Starfleet command.

Sort of, but that's why the general story beats of Academy could have just as easily worked then.

Maybe? But they seem to have devolved heavily given they weren't able to open their own portal to check about why someone prank called them.
