When they used the twinkle-wall it's especially obvious because the "stars" look a bit larger and their "aura" sort-of overlaps the other lights and stuff. (I don't know what this effect is called.)

It's noticeable here:

Compare that close-up shot with the view-screen in it to the Troi one above, apparently, using the green/blue-screen.

Most noticeably how the "close up" of the lights in the wall shows the inherent flaws in the process.

That's because of the short depth-of-field in the shot and shooting actual lights as opposed to Quantel Harry video-painted starfields or the like. They never quite figured out how to make it all look consistent.

Maurice is correct. The effect is called bokeh. The twinkle-wall or star field (it moved by season 2) was made up of thousands of tiny reflective mirrors glued to black Duvateen. You can see a photo of it on page 65 of the Star Trek: The Next Generation Companion.
 
Uh, that image is a little large for embedding.

Prediction: After all these months of waiting for the sampler to come out on Jan 31st, they'll release it a day or two early and we'll all do cartwheels.
 
At least it doesn't stretch out the entire forum anymore.

Anyway, considering the release is a couple weeks away I'm surprised there isn't a whole lot more stuff out about this release. More clips, screen caps, reviews, etc.
