The Officers’ Lounge In TSFS

Apologies if this has been discussed before, but was the officers’ lounge in which Kirk meets with Morrow restricted to command-level officers (i.e., captain and up)? I ask because Sulu and Chekov made a point of waiting outside, as though they weren’t allowed in. OTOH, maybe they just didn’t want Morrow to spot them.
 
No officers lounge means any officer as far as I know and there were lower ranked officers in the background, you may not be able to see the ranks on them but they didn't all have white shirts on so they can't be Captains in fact only one guy besides Kirk and Morrow was wearing white the rest had grey and gold uniforms on. And yes I know Scotty was a captain and didn't always have a white shirt and Saavik did have a white shirt and wasn't a captain.
 
Wouldn't make much sense for the two to go in anyway. With them hovering behind Kirk's two shoulders, Morrow would be all the more likely to say "No can do, and frankly, Kirk, rudely disrupting my dinner like this wins you no points for the future, either"...

Kirk was trying to put Morrow at ease, not to flashmob him with Weirdos Wanting to Visit Genesis.

Sulu's "The word?" implies that he and Chekov were expecting that Kirk's plan to steal the Enterprise would need to be kicked into gear soon (Kirk would obviously had to have planned it well before his meeting with Morrow). So that's why Morrow wasn't supposed to see them. They knew they'd have to be conspirators real quick.

Why would Morrow seeing them be relevant? It's not as if it could ever be unclear who's conspiring with Kirk to steal the Enterprise. Nor would it automatically be suspicious for Kirk to be seen together with his usual posse.

Kirk just wants to have a quiet, cozy meal during which he can innocuously and gently push his agenda for Genesis/Vulcan. If he marches in his cohorts, it's not helping - it's not even putting pressure on Morrow, as he in turn could march in fifty thousand musclemen of his own and have them draw and quarter the trio if he wanted to. Unless you count the power of Scotty's puppy eyes. Nobody can resist puppy eyes.

It's never occured to me that Sulu and Chekov wouldn't be allowed in. It'd be mighty strange if they weren't, since they were both Commanders at this point. No, I think it's more likely that Morrow wasn't going to openly discuss Genesis and Spock's death with just anyone, and what you theorized about them not wanting to be seen hanging around Kirk and arousing suspicion for their plan.
 
I don't think they had dinner, I was always under the impression that it was just a quick drink as Kirk even says thanks for the drink when he's getting up from the table. To me those things on the table are just 23rd century beer-nuts and Sulu and Chekov just stayed by the door because they knew Kirk would be in and out real fast. How would you feel if you were waiting on someone while they had dinner for an hour all because your boss wanted to have a short conversation with his boss that he probably knew wouldn't go the way he wanted it too.

In short they knew they'd get shot down and just didn't want to waste their time going in.
 
...I'm pretty sure Kirk would have been mightily disappointed had the word been "Yes" after all the planning and scheming!

It's not as if Kirk couldn't charter a secret flight with much better success than Bones - he doesn't really need to ask for Morrow's permission to go to Genesis. But he needs to break McCoy out of jail, and if Morrow doesn't grant him that, then there's no chance of appeal and no time to wait and Kirk will have to go illegal anyway - so why not steal his own starship, too, when they are all going to hang in any case?
