Remember, these were complaints from when the series was new. People didn't like the music then.

There was a theme composed for TNG though, before the Goldsmith cue was used. And it was shit.^^^
Yes, because using an existing theme was cheaper (cost wise) because they just needed to license it from Goldsmith for TNG.
