I would say a good thing, simply because once they got out of range of Kazon and Vidiian space and everyone else's tech was on par with Voyager, it seemed like they had an easier time of things. When they were very outnumbered but against mostly technologically inferior races, they seemed to struggle more. Threat by numbers or better tech, those were good episodes.

"ALLIANCES", "DEADLOCK", "YEAR OF HELL", "PREY", "COUNTERPOINT", "THINK TANK"... all really good to great episodes, and the thing they have in common is they were outgunned, outmanned, or both at some point in the episode.

I think that Think Tank would have been a more interest episode if the Tank had offered to solve a problem they hadn't created. Maybe even offered to find a way to get Voyager home. Price: Neelix's souffle recipe, a Risian Horgon, Chakotay's medicine wheel, and one ex-Borg drone.
