My next choice may seem odd, but it's "RULES OF ENGAGEMENT".
First off, it's the first time the characters talk into the camera as if they were talking to us. Very nice touch that helps separate this from other courtroom dramas in the franchise.
Secondly, Sisko's command advice to Worf at the end is one of the reasons why Sisko is the best captain in the franchise.

"The Muse" The Jake story is trash, but I actually think the Lwaxana stuff is a fabulous end for her arc.

That's how, in the TNG one we just finished, "Aquiel" (a merely below average episode) out-pointed stinkers like "Code of Honor".Gotta agree. Well, Code of Honor could have at least been redeemed by the foresight of casting and production. There were plenty of TNG episodes in which the crew took conceited view of less developed people. COH is notable among them because of the use of African American and references to African culture. Aquiel was bad from the core of the story.Probably.
