I wouldn't be surprised to discover that it was the Talosians who initiated the contact. They could obviously observe events from a long distance. And they were particularly enamored over Pike by referring to him as their last hope. They witnessed the accident on the training vessel and contacted Spock and proposed "The Plan" to him (Spock was either already aware of the accident or the Talosians brought him up to speed as to just how LIFE CHANGING it was) Spock couldn't bear his former Captain suffering like that so they hammered out the details and as they say the rest is history.Just watching “The Menagerie” on PlutoTV.
