There are many many ways he could have made contact w/ the Talosians. I prefer the simple answer of he just reached out.
Maybe the Talosians have X accounts. So Spock just posts a message and marks it @TheKeeper, and he's all set.With his arm, you mean?

Was it an empty threat, or did Starfleet believe anyone who made contact with them couldn't be trusted any longer? Or perhaps knowing that the Talosians could replace any person with a double, the death penalty would likely be enacted on the Talosian replacement rather than the poor person who's been swapped out.
Remember - Kirk and Co. didn't get caught either. The point where Uhura says Starfleet detected signals and relieved Kirk of command was as real as Commodore Mendez on the Shuttle and the ship.Just watching “The Menagerie” on PlutoTV. The Talosians can project their Telepathic illusions over light year distances in TOS.
(And if anything ST: Discovery fixed a major plot hole in that Spock himself never directly saw or communicated with The Keeper or any other Talosian himself in The Cage pilot. And at the end Pike looked like he was going to keep his talk with The Keeper and the real Vina to himself, so yeah how would Spock know how or.who to contact among the Talosians in the first place if The Cage was the only time he encountered them?)
Because you couldn't trust what was real or their influence.

I wouldn't be surprised to discover that it was the Talosians who initiated the contact. They could obviously observe events from a long distance. And they were particularly enamored over Pike by referring to him as their last hope. They witnessed the accident on the training vessel and contacted Spock and proposed "The Plan" to him (Spock was either already aware of the accident or the Talosians brought him up to speed as to just how LIFE CHANGING it was) Spock couldn't bear his former Captain suffering like that so they hammered out the details and as they say the rest is history.Just watching “The Menagerie” on PlutoTV.
