Personally, I think that was the wiser tactical decision from what little information the three of them had. And O'Brien agreed with Troi, so they could've given him more influence since he obviously knows more than Troi and has both engineering and tactical experience.

I always suspected that she knew but either forgot due to nerves (alot of pressure to be under suddenly) or was playing it safe and having someone spell it out for her so she fully understood the situation.
