Cutting off "IN THE HANDS OF THE PROPHETS", same reasons as before.
And voting for "SACRIFICE OF ANGELS" this round.
These are all at various levels of excellent, but I feel this one is barely less excellent than the rest.

Improbable Cause because it's all set up, all mystery with very little reward in its own 45 minutes. Even if it does have the wonderful boy who cried wolf scene in it.

I feel that deep breath. But it was likely going to happen at some point, the first point to that episode. So in the end, no deep breath needed.

I'm taking a shot at "In the Pale Moonlight" because it just didn't make sense for Sisko (shop builder, station commander, and religious icon) to be doing this.

In The Cards was a little too clunky for me, even coming across into self-aware self-parody at one point, complete with acting that only exemplifies it like triple-sugar fudge atop a three-layer chocolate tri-saccharine cake. 
But that's just my three cents.

For the next round I vote In The Pale Moonlight, I agree with odds that it doesn't make sense for Sisko to do that, a murder plot by proxy is just too much. And if the show wants me to accept that he does do that he should have at least been honest about it instead of using Garak knowing exactly what he's capable of just to fake outrage when it actually happened.
