My guess is that she is not this season's big bad.
From a narrative point of view, doing the reveal in episode six means episode seven has to have a twist up its sleeve.
In plot, she needs the readings from the vindicator, so maybe what has happened to Earth is as unexpected to her as to the Doctor.
I wouldn't be surprised if they became reluctant allies against a greater threat.

They’ve already said The Rani and Conrad are only two thirds of the big bad anyway. (We really all should move on from Buffy soon.)

I think it would be a wonderful kind of full circle moment for the season to end with Carole Ann Ford regenerating into a new Susan and then the Doctor and Susan go off on new adventures together just like it all began.

I think it’s vital to give the character a regen on screen too tbh.

Another blah one for me. I was hoping for something that actually played cleverly on the song contest somehow, even -especially- if it was camp, but instead that was over in a few minutes and we got a by the numbers bad guy with a ticking clock plot with a tech the tech solution worthy of Voyager.
I have no idea who that was at the end. Reveal fell completely flat. I've googled, there's no need to explain it.

The ticking clock and tech the tech was ripped directly from Ecclestone’s finale, so it was RTD2 era doing a George Lucas. It rhymes.
