The Hair

For some reason, I thought that the Doctor chose Seven's hair style. Or is it just that he obviously made her hair follicles grow when he took away her Borg implants / revived her human DNA.

In "The Gift", he tells Seven, "I also took the liberty of stimulating your hair follicles. A vicarious experience for me, as you might imagine."

Yeah, why not just program himself some hair if he felt that way about it?
 
Because his creator made this impossible. As long as he had Zimmerman's looks he was unable to alter the basic parameters, such as the hair. Ego.

He did but that was in a different timeline and as everyone knows, you can only do something once in each timeline (otherwise, how would you know it's a different timeline) ;)
 
He's impersonated other people aboard ship, but apparently can't add hair. A Sims character has more adjustable parameters apparently.
 
Then again maybe he likes it and thinks it adds humility so he can make little comments like the one to 7. I could see him just leaving it and having a kind of backstory to himself about why it is so.
