The guest star winner from contest

What was the guest star winner from a contest announced, most likely, within the first season of the next generation?

There was a contest to be a guest on the New show for a day. I do not remember what the rules were but I was really interested in it.

This has been bothering me for some time now.

Tangentially related, there's a winner of a different contest in the first scene of DS9's "The Muse."

I always thought that was a cruel twist worthy of The Twilight Zone. You have won a contest to appear in an episode of Star Trek! That episode is "The Muse."

So it was an elderly woman that just wanted the cash and didn't even appear?
No wonder I never heard anything about it.
