The Elder Scrolls V in Production

Bethesda have confirmed that TESV will run on an entirely new engine.

Writing on Twitter, Brecon commented, “We can now confirm that the TES V: Skyrim engine is all-new. And it looks fantastic.”

Furthermore, he also confirmed that the engine is very much an in-house affair, stating, “It’s a new graphics/gameplay engine built internally. We’ll have more details down the road.”

Yeah, and to clarify, apparently it's not idTech like I hypothesized, but an in-house developed engine.
