I'm thinking that you could use anthropomorphized animals to represent the different species, instead of individual characters (which really doesn't make much sense with them being the dominant life form from a particular planet). So you'd have:

Breen - Jellyfish
Cardassians - Cobras
Deltans - shaved monkeys
Denobulans - Pufferfish
Ferengi - Big-eared rats

Humans - Orangutans (miscellaneous other monkeys could be used for the human-looking or human-with-a-funny-nose se species, like Betazoids or Bajorans, and Augments could be gorillas)

Very good, but the Cardassians are definitely lizards but you're right, Dukat was a cobra as creepy as that is.
