Trinneer or Billingsly. Blalock was only good before season 3 humanised her, then her acting skills were shown up.

Montgommery is however the worst actor to ever star a in a Star Trek series. He's absolutely awful, and it's no wonder they didn't give Travis much to do when it would have meant giving Montgommery more screen time.

Bakula was very poorly chosen as well, probably a mix of his acting and character traits.

John Billingsley. He's the only actor IMO who brought more to the character than the scripts defined. There's something very enjoyable about the character despite limited opportunities. Perhaps it was his mannerisms?

Despite all the Trinneer love in here, I found the character and/or portrayal to be highly annoying. Sorry all.
