Maybe for an overall shot, but in the other two photos posted on that page, T. Baker looks quite happy to be there (as do the others). However, Baker wasn't the only one I was thinking: It's not the most flattering photo of McGann or Davison either (but again, the other two photos make them look better).^Perhaps it's the only photo he had where Tom Baker doesn't look completely disgusted to be there.
That's the chance you take when you're snapping pics during a discussion panel. A damn shame they didn't do a proper photoshoot.
