I just rewatched "Samson and Delilah" and "Automatic for the People". The morning after John reactivates Cameron, she states that John can't be trusted and may have upset certain people, not referring to Sarah or Derek. That said, I'm thinking that Cameron is the target, or more specifically John's feelings toward and his trust in her. Those certain people may feel that John is getting too close to metal. I think that Riley's mission is to put distance between John and Cameron. Make John begin to trust Riley and not Cameron and ultimately for Jesse and Riley to destroy her.
Again this is only a theory. I'm looking forward to seeing how it all "pans out".
But in that instance she was speaking to Reese who, from her recon, has been living with the Connors. If her target really is Sarah as is now theorized Jesse wouldn't be stupid enough to tell Derek that she was really the target. Cameron is a more likely risk to them and Derek would believe it as a target rather than Sarah.
