Could be none of them, as he left at the end of Rose (could have been gone for how long?) before popping back and picking her up with the time-travel line. That's the most plausible way to look at it, just as it is he had only recently regenerated at the beginning of the episode. Not only does the ending-trip give the 9th Doctor a wider area of unseen time to delve into (without the mortal Rose), but it would explain it all a lot better than he just hadn't seen his reflection yet (which was always bizarre to me than anyone would come to that conclusion).You'd have to wonder about the "evidence" shown by the portly net fanatic (Clive?) about 9's travels he showed to Rose,how many of those adventures did Rose actually end up being on if this was so fresh into his new regeneration?

Not counting any outside alt-media (audios, books, comics, Allyn Gibson*, etc.) I believe earlier Doctors have mentioned involvement with the Titanic (I can't be certain, because the only one I remember off-hand is Tom Baker pilot episode dialogue with Harry about the word "unsinkable"), but I seem to believe Pertwee of Troughton had remarked about it. Even if not, then certainly Number Eight's open-ended lifespan (quite possibly, all totaled, the most epic of regenerations) could well encapsulate the scenario you suggest. Makes more sense than Nine stopping the family AND boarding (unless it was to save them from a monster onboard the ship...it would seem like a tack-on idea of an episode, but would fill the plothole if neccessary).Unless of course, there was more than one regeneration wandering around the events of the Titanic, that 8 could have fallen off the side and "later" nine could have warned that family not to take the ship to the new world?

After all Bad Wolf can normally be used to explain away any plot hole in S1.
It's also possible that Rose was with the Doctor already but just not caught on camera...
Regarding the Torchwood files, why would they not have the 11th, 12th and 13th doctor on record, surly those incarnations of the doctor will be visiting earth at different times, that from Earth's perspective would be recorded...hmm. Either there is not 11,12 or 13th doctor (doubtfull), he does not visit Earth (very doubtful) or Earths history revolves around and changes with the Doctors personal history...
that or he has just gotten good at it, after all these years, im sure he had to do some quite skilled piloting in the Time War, maybe he repaired whatever it was that kept him going on the wrong direction.The modern Doctor seems to have much better control over the TARDIS than the older Doctors. Guess they have to so that their companion can go visit their mum every other bloody week!![]()
