I think TNG's Borg were at a time before they assimilated nanoprobe technology.

I don't think there was ever a time where they switched to using nanoprobes, I think it was just retconned in in FC that they always did it that way. Picard was how it was done when they could take you back to their ship and afford to be slow.

Beverly was making her own nanites to destroy the Borg but in her surgical probe of Picard she hadn't noticed any nanites and didn't think that there were any nanites, conclusion: BAD DOCTOR.

Or, Picard was a special sort of drone (I've heard some call him the Borg King) that didn't have a nanite colony?

Oh, and Shelby, the fricking Borg expert, doesn't know what a fricking nanite is. It's almost like they hadn't been experimenting with nanite weapons which any school child can accidentally create well enough to fell a Star Ship.
