Sulu's big Trek IV scene never even got filmed.

I have a hard time believing that. Takei seems to hold a grudge about everything. He's grown to become my least favorite Trek character.
He isn't a character. That would be Sulu.
But you're right, more than any other actor he seemed to have the most issues (at least that was my impression, reading his autobiography, as opposed to Nimoy's, et al). I don't think he ever realized that he wasn't the star, he was a supporting character, and Shatner was the top dog.

George's quotes in the media may sound that way, but any complaints are usually delivered quite philosophically, and with humour. I've heard him tell the Kirk-tells-Sulu-he's-a-captain ST II anecdote several times and even that one is said with a smile and a shrug. Ditto the ST IV Sulu's great grandfather story. Ditto the many rejections at auditions during the 70s because he was still on air as Sulu, in prime time, five nights per week, and no more residuals coming in. He's a trained actor, and the only work he was getting was talking about ST at conventions - and that was often at reduced rate or free because the convention was for charity.
If you read malice into his print interviews, I've certainly never seen it in person.
I've been at small fannish dinners with George Takei several times, across several decades, watched him on stage at conventions, worked with him both on stage and behind the scenes, conferred with him as judges for a costume parade, and have been in his house in LA for afternoon tea. He's a very generous human being; generous of his time, mainly. He also has a personal policy of never leaving an autograph session until everyone who wanted an autograph has received one.

If I was him, I'd be embarassed that I was WEARING A CAPE for the whole movie!
Two movies, actually; he had the cape in TSFS. But it's still not as embarrassing as Chekov's Pilgrim costume. 
Pavel Chekov... The Pink Pilgrim... Could Stan Lee make that into a comic book hero?
Meh, he got the biggest laugh in TSFS, even if he hated it until he saw the reaction. Let's face it, he is hardly Olivier. Instead of bitching at Shatner all the time, he should be greatful he got such a memorable bit-part, which gave him a higher profile than his miniscule talents deserved.

He had a semi-important role on a 1960s television show that was lucky enough to land a few films.
