The main thing preventing the rescue of Sulu et al was that the producers hadn't invented the shuttlecraft yet. Nothing that Spck did delayed the crew's rescue. The transporter was being repaired, and while repairs were underway Kirk & Spock worked to apprehend the "imposter". That seems very sensible.
