Stavos Keniclius Speculations

There is an apparent reluctance on the General Discussion side to consider subjects of this nature, so I would like to see if any traction can be found here on the Fiction side of the fence.

I have a bit of Star Trek continuity for all you all to ponder for a bit. Our subject: Stavos Keniclius. My primary area of interest is the technological aspects of Trek, and by extension that includes chronology and historical subjects. I mess about heavily with timeline exercises and one of the most interesting -and confusing subjects- is the period of the Eugenics Wars (1992-1996). Many personages are assoictaed with this period. Many well known and studied, such as Khan Noonien Singh, and then there is this figure. What do we know about this man?



From the Star Trek Memory Alpha wiki page:

"Doctor Stavos Keniclius was a Human scientist who lived on Earth in the era of the Eugenics Wars.

During that period he planned to clone the perfect specimen prototype into a master race. The concept was considered anti-humanistic by Earth leaders, and Dr. Keniclius was exiled. His later essays further explained his intentions of using his master race as a peace-keeping force throughout the galaxy.

Keniclius eventually left Earth and continued his search for the perfect specimen, becoming known in legends as the modern day Diogenes, before finally ending up on the distant planet Phylos. Unfortunately, Keniclius was a carrier of a non-native staphylococcus bacteria, to which the Phylosians, a species of "intelligent plants," had no resistance. The bacteria spread like a plague and nearly destroyed all life on Phylos. Keniclius worked to save the Phylosians from his disease. The Phylosians eventually referred to Keniclius as "the Master."

Before his death, Keniclius was able to produce several clones of himself, including Stavos Keniclius 5, to continue his search for the perfect specimen. (TAS: "The Infinite Vulcan")"


All of this onscreen evidence aside, I would like to hear from the readership who YOU think Keniclius was and how he contributed to the Eugenics Wars and how might have influenced Star Trek's future history in general. You may be as creative as you wish, but leave off beating the canon over our heads at the door please. This is all about fleshing out a very obscure character from our own perspectives.
 
Keniclius, I think, would have been of a slightly later era than Khan - say 2010's-2020's. (After all, it's the Eugenics WARS - plural.) A contemporary of Colonel Green, but a relatively minor player in the wars themselves. Not genetically enhanced himself, but an admirer/emulator of the scientists who'd created Khan and the other supermen. But memories of the earlier war would have been fresh enough to thwart his ambitions.

Unlikely as it is for him to live long enough for interstellar travel to really get going, it's entirely possible that he'd already cloned himself once before leaving Earth, and it was (a still normal-sized) Keniclius 2 who actually went to Phylos somewhere in the early 22nd century. The one we saw in 'The Infinite Vulcan' looked around 50, but I'm assuming each clone tinkered with their successor in life span as well as size.
 
I think he or one of his clones would have migrated to the planet mentioned in DS9 where augments are welcomed.
