Same here.In the prequel novel, it says Starfleet were refitting existing ships as well as building new ones so I don't see any problem.

I’m not missing the point at all. You think that the DSC ships being used for the rescue fleet is completely plausible, and I find it to be completely implausible. QED.
Not sure, I know she was a Captain sometime prior to the attack (I havent read the books/comics), its also possible that she gained her position due to the attack on Mars as Captain to Starfleet Commander in Chief is a big jump in less than ten years, would be good to find out exactly when she was promoted and why.Was Clancy in the same position when the Mars attack occurred, though? If not, then what would she be fired for?

But if Oh was in her position before Clancy was CINC, she couldn't really be held responsible for that either.

Perhaps we will get to see some more background on the fallout of the attack, they may just decide to move forward instead.
Truth be told having a Romulan spy as Chief of Security is probably enough, I don't expect her to actually be sacked as this is Star Trek after all, she does get brownie points for sending all those ships though.
I would very much like to know exactly how long the Commodore was in that position and who promoted her as well.
We may never find that sort of information out though.
The buck stops with Clancy, will be interesting to see if the fallout is covered at all in S2.
It stinks of Necheyev. But if Oh was in her position before Clancy was CINC, she couldn't really be held responsible for that either.

The attack could have cost Necheyev her job at the time, could Clancy have taken over from her, that is a big jump from Captain straight to Commander in Chief of Starfleet. It stinks of Necheyev.

Was thinking both of these things. Student turned master, following the Sith model of power succession.Clancy reminds me of Necheyev.
Quite right... I always flub that. Russian and all...NechAyev
