Spoilers Starship Design in Star Trek: Picard

The nacelles are grossly over-designed... Maybe the angle doesn't help?

They don't feel over designed to me. They feel the same as the Connie Refit's nacelles IMO

Concept art of the Stargazer from Season 2 didn't have those panels glowing, and I honestly prefer that.

Same. Those panels glowing, especially with that odd "water" moving texture, look really odd to me.

~ I quite agree, plus they're really oddly divided.

These nacelles remind me very much of 24th century phaser rifles pointing backwards [link from Ex Astris Scientia]. And I cannot unsee how the filled in dark undercut of the main forward half of the nacelle just accentuates the saggy belly hanging from the rear half.
I really like the Duderstadt-class, but I feel it's ruined by using these nacelles (and to a lesser degree the other ship classes that use them, but only because they're rather inelegant to begin with - imo, of course). Their style doesn't really match up with the ships they're paired to - particularly the Titan-A.

As far as Excelsior reduxes go, I prefer Drexler’s version over this one. Although I’m still not a fan of the ‘let’s make new ships look like old ships for no real good reason’ mentality of late.

Was Drexler's the one we saw in Picard? Or is his a different one?
