I imagine that it might be one of those rules kept on the books as a loophole/excuse for addressing other problems - general defiance and attitude issues. Someone who's causing problems will be flagged for it, while a respectful, well-behaved person will be given leniency (at their commanding officer's discretion, of course, and mindful of time and place)
It may also be a psychological/strategy test to see how the individual deals with being singled out - defy authority, argue their case respectfully, comply without losing dignity, submit like a frightened child, and so on.
