Starfleet before the Federation

Yeah, UESPA was codified as canon by both VOY and ENT, so it can be looked at as a precursor to Starfleet that was later integrated into it afterward. IMO, UESPA could be regarded as the agency that deals strictly with exploration while Starfleet handles colonization support, diplomacy, defense, disaster relief, etc.

Maybe UESPA is the equivalent of the US NOAA Science Council, except dealing with space.
 
It worked partially under the auspices of Starfleet, but it did its own things, too. Both references in non-TOS shows were to events that pre-dated the 24th century, so we don't know what it's become or if it's dissolved by then.
 
I feel like UESPA is what existed before Starfleet but is very obscure. I'm a diehard Trekkie, and even I can miss it's obscure refences that are what, once a series?

I got the impression (probably in my own head) that in Enterprise, Starfleet was a subordinate organization to UESPA. Pretty much anything from Earth that was launched into space went through the UESPA. Colony ships, the Earth Cargo Service, Starfleet. unmanned probes and what have you. Once the Federation became a thing Starfleet was spun off to join the greater UFP fleet. Afterwards Earth probably created a United Earth Star Service or something to handle basic Sol System defense.

The logo appears in ENT reads "United Earth Space Probe Agency, Starfleet Command" so I'd say that's a good guess.

Mostly, yes.

Afterwards Earth probably created a United Earth Star Service or something to handle basic Sol System defense.

DSC has United Earth Fleet in an alternate 23rd Century timeline and the United Earth Defense Force in the 32nd Century, either seems likely enough candidates.

Why is it never mentioned in the show?

UESPA? Probably because Star Trek equals "Starfleet" to the casual viewer. No need to muddy the waters.
That doesn't answer the question. Enterprise was the B&B show for S1-3, the Manny Coto show for S4, and back to B&B for the series finale. If UESPA is so important to Star Trek lore, why is it in only like 5 episodes obscurely so out of nearly a thousand? In Enterprise, it pops up once in 98 episodes. Clearly not as big a part of Trek history as people claim. No?

Its not all that important. It's a minor data point that only appeals to hardcore fans. It's a Easter Egg in the VOY and ENT episodes for that subset of fans. The previous uses are just the show's backstory being in flux at the beginning. It solidified and USPEA was tossed in the dustbin along with Vulcanian, James R. Kirk and Vulcan being conquered. (to name three)
