Ventress was based on an earlier AOTC design. She then was introduced into the Clone Wars comics, books, and cartoons. I was a big fan of that Clone Wars media campaign. The SW Republic series was excellent.

Wrong. Anakin balanced the Force in ROTJ. That's canonical fact, confirmed by Lucas for those who don't get the idea of what usually happens with prophecies in fantasy.
Yes it is, according to Lucas. It's balance of the Force itself, not balance in the ranks of two relatively small organizations. Otherwise the Jedi would not see balance as a good thing, and it would not be the hoped-for outcome in a Jedi prophecy.

Consider the victims of the Jedi crime spree... an honest, hardworking slaveowner... a woman apparently using her own child as the bait in a pigeon-drop scam... a drug dealer... when, oh when will this carnage ever end?

The central issue is that in a truly moralistic universe you don't ever try to get Outer Rim slaveowners to accept Republic credits, no matter how many innocent lives may be on the line.

Because that would be an inconvenience.
And inconveniencing slaveowners is just one of those things that really gets the Force riled up.
I mean, what is Watto supposed to do with Republic credits? It's not like he can just get on a ship, go to the nearest Republic world, and, well... spend them.
It's most likely fanwank...along with the fact that the writers are obviously getting bored with Ventress. She continually fails and that's because she's meant to. I too would have liked to have seen the cyborg Darth Maul...or better yet a cloned version of Darth Maul. Since Palps is said to have raised and trained Maul since he was an infant (talk about an abusive parent eh?) and Palps affinity towards clones all they would have needed to do is explain that Sidious kept DNA from Maul and decided to use the cloning technology on Kamino to clone him. He's obviously meant to be a rival for Ventress and keep her on her toes.
